Observations:
- Bank credit in UT of J&K has grown by 16.08%, whereas the deposits have grown by 14.64% only on YoY basis;
- The share of priority sector advances to total advances outstanding has increased by 2.48% from 46.88% as on as on 30th September, 2018 to 49.36% as on 30th September, 2019.

While analyzing Priority Sector advances it is observed that Micro, Small & Medium Enterprises (MSMEs) Sector dominates other sectors by absorbing major share of Rs.15784.34 Crore (53.95%) followed by Agriculture, Housing and Others sectors with an amount of Rs.8,532.33 Crore (9.16%), Rs.4083.63 Crore (13.96%) and Rs.383.14 Crore (1.31%) respectively. The share of Education, Export Credit, Social Infrastructure and Renewable energy in the aggregate outstanding credit is very less.
The credit deployment in Education sector has remained subdued over a period of time despite the concerns shown by the SLBC in this regard.

While analyzing Non-Priority Sector advances it is observed that 47.49% of total advances outstanding as of September, 2019 has gone to Personal Loans Segment alone while the remaining 52.51% of Non-priority Sector credit has gone to Others Sector (45.03%), Housing (6.37%), Agriculture (0.62%) and the lowest share of Rs.161.44 Crore (0.49%) has gone to Education Sector.

Data reveals that Credit Deposit Ratio of District Ramban has crossed 40% mark as on 30th September, 2019. However, 6 districts, i.e. Jammu, Udhampur, Reasi, Kishtwar, Poonch and Rajouri continue to have subdued C.D. Ratio (less than 40%) as on September 30, 2019.
Sector-wise/Bank-wise/Region-wise achievements under ACP
Banks operating in UT of J&K have provided total credit of Rs.14842.51 Crore in favour of 392273 beneficiaries against a target of Rs.35771.55 Crore for 1232611 beneficiaries to Priority as well as Non-priority Sector under Annual Action Plan 2019-20, thereby registering achievement of 41.49% in financial terms and 31.82% in physical terms.

Roadmap for coverage of 104 identified villages having population over 5000 in J&K, which are without a branch of Scheduled Commercial Bank:
Under revised guidelines on Rationalization of Branch Authorization Policy RBI allowed to provide banking services to the allocated 104 villages having population >5000 by opening “CBS-enabled Banking Outlets” also, as defined in the relative Circular.
Out of total 104 identified unbanked villages 53 villages were covered by various banks for providing banking services, leaving 51 villages yet uncovered. In the 110th meeting of J&K SLBC it was decided that SLBC should explore the possibility of getting the remaining villages covered through India Post Payments Bank (IPPB), which stands already inducted as a member of J&K SLBC.
Reserve Bank of India vide their communication bearing FIDD.CO.LBS.No.299/ 02.01.001/2019-20 dated July 30, 2019 addressed to SLBC Convenor Banks clarified that “opening of Access Points (AP) by a Payments Bank (including India Post Payments Bank) shall be considered for coverage under the roadmap, subject to meeting requirements as per definition of a Banking Outlet contained in para 3.1.1 of RBI circular dated May 18, 2017 on Rationalization of Branch Authorization Policy”.
IPPB vide their communication dated 25.09.2019 conveyed their presence in 21 out of the remaining 51 villages.
During the 12th meeting of the Steering Sub-Committee of J&K SLBC to monitor IT-enabled Financial Inclusion, FLCs & Credit Plus Activities held on 03.12.2019 at RBI, Jammu, it was unanimously agreed that the villages where IPPB has agreed to provide banking services, should be considered as covered. Hence, taking into account the villages covered by IPPB, the status of coverage of these villages emerges as under:

Financial Literacy initiatives by FLCs and Rural Branches of Banks in J&K:
As per the extant operational guidelines of Reserve Bank of India, each FLC has to conduct two special camps per month on “Going Digital besides a minimum of 5 “Target Group Specific” camps for different target groups as prescribed by RBI are to be conducted each month.

In terms of DFS, MoF, GoI communication bearing F. No. 6/7/2018-FI (C-300383044) dated September 07, 2018, Government of India has decided to continue the National Mission for Financial Inclusion namely Pradhan Mantri Jan Dhan Yojana (PMJDY) beyond 14.08.2018 with the change in focus of opening of accounts from ‘every household’ to ‘every adult’ with following modifications:
- Existing overdraft limit to PMJDY account holders of Rs.5,000 was raised to Rs.10,000.
- Age limit of 18-60 years was revised to 18-65 years.
- There will not be any conditions attached for overdraft up to Rs. 2,000.
- Accidental Insurance cover for new RuPay Card Holders was raised from Rs.1 lakh to Rs.2 lakh for the new PMJDY accounts opened after 28/08/2018.
The continuation of the Mission would enable all adults of the country to have a basic bank account with access to other financial services, social security schemes and overdraft upto Rs.10,000. It will, thus, bring them within the ambit of basic banking services and will facilitate transfer of benefits of various subsidy schemes of the Government more efficiently.
As a part of Financial Inclusion Plan, a digital pipeline in the frame of JAM trinity (Jan Dhan, Aadhaar and Mobile) has also been created, which is facilitating disbursal of credit, providing social security, channelization of DBT under various government schemes to the beneficiaries.
J&K SLBC vide communication dated 10/09/2018 advised all banks to initiate necessary action and also issue mandatory instructions to their respective operative levels in this regard.
- Progress regarding two Social Security Schemes viz. Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY):

Setting up of Aadhaar Centres in Bank Branches:
Pursuant to Government of India amendments to the Prevention of Money Laundering Act (PMLA) on 01/06/2017, Unique Identification Authority of India (UIDAI) vide Gazette Notification dated 14/07/2017 had mandated every Scheduled Commercial Bank in the country to set up Aadhaar Enrolment and Updation facility inside its bank premises at a minimum of 1 (one) out of their every 10 (ten) branches.
Accordingly, in the UT of J&K, 183 Bank branches were designated by 16 banks for Aadhaar enrolment and update Centres.

Status of Business Correspondents / Bank Mitras in J&K:
- The Business Correspondent Agents/ Bank Mitras are playing a major role in spread of financial literacy by educating the people about banking services and meeting their banking needs. They are mobilizing people for enrollment in three Social Security Schemes, viz. PMJJBY, PMSBY and APY, in far-flung / difficult areas in order to fulfil the National Mission of Financial Inclusion under PMJDY.
- A total of 1,466 Bank Mitras have been deployed by 6 banks operating in J&K for providing basic banking services, mostly in rural areas.
- Bank Mitras engaged by J&K Bank, State Bank of India and Ellaquai Dehati Bank have been equipped with Micro ATMs as well as Aadhaar Enabled Devices for card-based and Biometric transactions while as Bank Mitras of Punjab National Bank and Oriental Bank of Commerce have Aadhaar Enabled Micro ATMs capable for both types of transactions. J&K Grameen Bank has not provided any kind of devices to their Bank Mitras.
